Finished-Product Manufacturing and Import

Suitable for products that require specific formulas, packaging capabilities or production arrangements outside Indonesia.
We support product development, manufacturing documents, BPOM notification preparation and shipment coordination. The Indonesian importer or other eligible applicant must be confirmed before registration.
Products may only be distributed after the required BPOM notification, import, customs and labeling requirements have been completed.

Indonesia’s mandatory halal requirements for cosmetics are scheduled to apply after 17 October 2026. Halal eligibility should therefore be considered during ingredient selection, supplier approval, packaging and manufacturing planning—not after the product is ready.

Frequently Asked Questions About Cosmetic OEM/ODM and BPOM in Indonesia

We’ve answered the most common questions from brand owners planning to manufacture and launch cosmetics in Indonesia, including BPOM notification, applicant requirements, documents, timelines, fees, trademarks and halal readiness.

Not in every project.
An eligible Indonesian cosmetics manufacturer, an Indonesian individual or business contracting with a local cosmetics manufacturer, or an eligible cosmetics importer may act as the notification applicant.
For long-term brand control, we generally recommend using a Notifkos applicant account under your own eligible Indonesian entity when practical. If you do not yet have one, we will assess the available local cooperation structure before accepting the project.
The NA number is registered under the Indonesian applicant named in the BPOM notification.
Before submission, the parties should agree in writing on the applicant, trademark authorization, permitted use of the notification, renewal responsibilities and what happens if the cooperation ends. We clarify this structure before preparing the legal documents.
The usual starting documents include:
  • AKTA Perusahaan
  • NIB containing the relevant cosmetics KBLI
  • Company NPWP
  • Director’s KTP, or passport for a foreign director
  • Director’s NPWP where applicable
  • Trademark certificate or acceptable proof of trademark application or rights
Additional authorization, cooperation and notarized documents may be required depending on the applicant and manufacturing arrangement.
The initial product file normally includes the BPOM application information, ingredient list, formula details, MSDS and COA.
Packaging artwork, claims, specifications and other safety, quality or supporting information may also be required depending on the product. MSDS and COA alone should not be presented as the complete BPOM dossier.
Our company and trademark document onboarding target is approximately 7 working days after receiving a complete and consistent file set.
BPOM’s published verification period is normally 14 working days for most cosmetics and 3 working days for perfume.
These periods do not include company setup, formula development, sampling, testing, artwork preparation, notarization, correction requests, halal certification or production. Any request for additional documents will extend the overall project schedule.
Under the Indonesian government fee schedule effective from 26 May 2026, the official BPOM PNBP notification fee is:
  • IDR 500,000 per item for cosmetics manufactured in an ASEAN country, including Indonesia
  • IDR 1,500,000 per item for cosmetics manufactured outside ASEAN
  • IDR 100,000 per cosmetic kit notification
Professional services, notarization, laboratory testing, trademark work, halal certification, manufacturing and logistics are separate and are quoted after the project documents are reviewed.
It can be. BPOM treats different product items separately. For example, different lipstick shades may each be treated as an individual item for notification and government-fee purposes.

In some cases, document preparation can begin using a trademark application receipt or other acceptable proof of trademark rights.
However, the final documents depend on the applicant, trademark owner and cooperation structure. We recommend reviewing the trademark position before finalizing packaging or submitting the notification.
We review the request, prepare or coordinate the supporting information and resubmit it through the applicant’s account.
The official review period should not be treated as a guaranteed total project duration because the timeline may pause or restart while additional information is being prepared.
A cosmetic notification number is normally valid for three years.
If the product will continue to be sold, renewal should be planned in advance. Under the current BPOM guidance, renewal should be submitted no later than 30 days before expiry when the product data and formula remain eligible.
Local manufacturing uses an Indonesian production route and falls under the ASEAN government-fee category. It can also reduce finished-goods freight and simplify coordination between production, registration and market launch.
Imported finished products may be appropriate when a particular formula or packaging capability is required outside Indonesia, but they require an eligible importer and additional import, customs and labeling coordination.
We assess both routes according to your formula, quantity, packaging, timeline and desired control of the notification.
Cosmetics are scheduled to become subject to Indonesia’s mandatory halal-certification requirements after 17 October 2026.
Brands planning a late-2026 or later launch should consider halal requirements during formula development, raw-material sourcing, packaging, manufacturing and storage planning.
BPOM notification and halal certification are separate compliance processes.
No. Cosmetics intended for commercial circulation in Indonesia must obtain the required BPOM notification before being marketed or distributed.
Samples used only for permitted research or exhibition purposes may be treated differently, but they must not be sold.
